21日に行われた参院選で、れいわ新選組から２人の候補者が当選した。ALS(筋萎縮性側索硬化症)患者である舩後靖彦氏と、脳性まひで重度障害者の木村英子氏だ。両氏とも手足の動きに制限があるため、国会では移動と意思表示の際にサポートが必要となる。現在、8月1日から始まる臨時国会に向け、与野党を超えてサポート対応策に関する議論が行われている。
In the election of the Upper House held on 21st July, two candidates were selected from Reiwa Shinsengumi. One of them is Yasuhiko Funago, who is 61 and has ALS(amyotrophic lateral sclerosis) and the other is Eiko Kimura, who is 54 and has cerebral palsy. Both of them have severe disabilities. They need the support of caregivers when they move or express their thoughts.
参院本会議では「押しボタン方式」が採用されているが、両氏とも自分でボタンを押すことができない。そのため、介助が必要となるが、過去にそのような例はない。また、参院規定として、議場に入れるのは議員や事務局職員などに限られている。
In a plenary session, the button pressing style is used, but none of them can press the voting button by themselves. Therefore, they need the support of their caregivers to vote on their behalf, but there are no such examples of this happening ever before. As a rule of the Upper House, only limited people like lawmakers and secretariats can enter the Diet chamber.
他にも対応が必要となる場面はいろいろあり、たとえば質問の際の代読などが挙げられる。また、国会内のトイレやエレベーターなどはバリアフリーのものもあるが、障害の種類によって使用される車いすの大きさが変わるため（両氏のものは大きいと想定される）、それに関しても別の対応が必要となるだろう。参議院では、過去に八代英太元郵政相が車いすで活動していたことがある。
There are some other situations in which they need support and accommodation. For example, they need caregivers to ask or read questions instead of them. Also, some modifications and accommodations of the building might be needed because the size of wheelchairs are different depending on the disability(their wheelchairs are thought to be bigger than conventional ones). In the past, Eita Yashiro, who was elected in 1977, used to use a wheelchair.
