車椅子対応のホテルが多い都市を思い浮かべた時、東京は私たちが最初に思い浮かべる都市ではない。日本のホテルの部屋の大部分は、一般的な車椅子の幅よりも狭いことが多い。
さらに、日本の法律は問題の解決に役立っていない。法律上、50室を超えるホテルには車椅子対応の客室を設置することを定めているが、それ以上の客室においても、設置されるべき客室数は変わらない。つまり、ホテルの客室数が50室であろうと500室であろうと、車椅子対応の客室は1室でよいことになっている。
このため、イギリスのパラリンピックチームは、オリンピック期間中のキャンプ地となる、横浜付近のホテルを探すのに18ヶ月もの間、苦心した。ホテルの多くは、パラリンピックチームに対し、パラリンピック期間中のホテルの滞在費に加え、車椅子対応のためのリノベーション工事費用及び、期間終了後、車椅子対応から元の客室に戻すための工事費用の負担を請求した。
本件の場合は、横浜市当局がそれら負担金の資金の提供に合意したため、イギリスのパラリンピックチームは追加費用を負担する必要はなくなった。
しかし、オリンピックへの参加を希望する車椅子のジャーナリスト、サポーターやアスリートの家族の場合、同じ対応を求めることは難しいと考えられる。
東京都オリンピック・パラリンピック準備局によると、東京都内には車椅子対応のホテルが約700室あるとしている。一方で、欧州の規格に基づいた場合、車椅子対応の客室は100室未満となる。
車椅子対応の宿泊施設を見つけることが難しいことを除けば、東京は世界の他の多くの主要都市よりもはるかにアクセシビリティの保証ができているという点は留意すべきである。
When we talk about wheelchair accessible hotels, Tokyo is not the first city we think of. The majority of the hotel rooms are narrower than the wheelchair necessity.
Moreover, the Japanese legislation is not helping to solve the problem. As stated in the legislation, hotels with more than 50 rooms have to have one room accessible for wheelchair users. Nevertheless, there are no echelon after that. Meaning 50 rooms or 500 rooms hotels are only required to have one accessible room.
Due to this, the Great Britain Paralympic team struggled for more than 18 months to find a hotel near their training camp in Yokohama area. Even facing hotels asking the Paralympic team to pay for the wheelchair accessibility improvement and then pay again to restore the rooms to their original state.
Fortunately, the story ends well for the British team after the Yokohama authorities agreed to raise a fund to allow the compliance of the rooms.
But what about journalists, supporters, athletes’ families… in wheelchair, wishing to attend the Olympic Games.
According to Tokyo committee, there are around 700 wheelchair friendly hotel rooms in the city. However, if we refer to European standards, this number fall under 100 according to a British member.
However, it is fair to remember that apart from the difficulty of finding accessible accommodation for people in wheelchairs, the megalopolis of Tokyo offers much better accessibility than most other major cities in the world.
