カナダ、国民のためによりアクセシビリティーの向上を目指す

カナダは2040年までにアクセシビリティー100％を達成することを投票で決めた。

2017年の調査によると、600万人のカナダ人が自分には障害があると答えている。(カナダの人口の22％に相当)。

障害のない人の80％が働いている一方で、障害がある人のうち働いているのは59％にとどまる。

同じ調査はまた、軽度の障害がある人は、そうでない人よりも平均して12％収入が少なく、障害の程度が重くなると、健康な人より51％収入が少なくなることを明らかにしている。

アクセシビリティーの向上と、それに付随してよりよい生活環境を障害のある人たちに提供するため、カナダは2040年までにアクセシビリティー100％を目指そうとしている。(状況の困難さゆえ、北部の一部地域は除外)。

これには雇用、環境、テクノロジー、コミュニケーション、サービス、交通機関などが含まれる。全ての調査内容はこちら。

これに加えて、新たに採択された決議は以下のことを約束している。

• 全ての人は障害に関係なく尊厳を持って扱われる。

• 全ての人は同じ機会を持つ。

• 全ての人はバリアフリーかつ平等な社会参加へのアクセス権利を持つ。

• 全ての人には選択の自由があり、必要な援助にアクセスすることができる。

• 法律、方針、プログラム、サービスや社会構造は障害のある人を考慮しなければならない。また、彼らが直面している差別についても考慮する必要がある。

• 新しい法律、方針、プログラム、サービス、構造を生み出す際には、障害のある人のことを考慮しなければならない。

• また、現在ある規則の改善や改定においても、最適なアクセシビリティーを提供するため、彼らは考慮の対象であるべきだ。

Canada voted to achieve a full accessibility by 2040.

According to a 2017 survey, 6 million Canadians consider themselves to be a person with a disability (~ 22% of the Canadian population).

Among them 59% work compared to 80% for the able population.

The same survey reveals Canadians identifying with a small disability earn on average 12% less than their valid peers, while Canadians identifying with a strong disability earn 51% less than the valid workers.

In order to offer better accessibility and therefore better living condition to the disabled community, Canada will become fully accessible by 2040. (Exempt few northern territories due to their difficult environment).

In addition to this, the new Canadian resolution has to make sure:

• All individuals are treated with dignity indifferently their disability.
• All individuals have the same opportunity.
• All individuals have access to a barrier-free and equal participation in society.
• All individuals are able to make its own choice and/or have access to the necessary help to do it.
• Laws, policies, programs, services and structures take into consideration the necessities of people with disabilities, as well as taking into consideration the discriminations they face.
• Individuals with disabilities have to be part of the development of news laws, policies, programs, services and structures.
• As well as being part of the improvement and revision of existing regulations in order to provide the best accessibility for people with disabilities.
