オーストラリアのレポート、ソーシャルインクルージョンは数十億のお金を生み出すことを示す

オーストラリアのメディア企業SBSによって行われた新しいデロイトレポートにより、ソーシャルインクルージョンの潜在的な利益が明らかになった。

レポートによれば、オーストラリアにおいてソーシャルインクルージョンが改善すると毎年127億ドルまで国の経済が後押しされるそうだ。

レポート作成の中心人物であるジョン・オ・マホニー(John O’Mahony)は「経済成長を促すポリシーは市場や法令規則の財政的・定量的な側面に焦点を当てることが多いが、他にも社会的に大事な推進力はある。ソーシャルインクルージョンの改善はオーストラリア人にとって経済強化と高い生活水準の源である。インクルーシブな社会であることは、人が排除される時に発生するコストを防ぐだけではなく、ダイバーシティーを活性化して経済にクリエイティビティーとイノベーションを起こす」と述べている。

レポートは、オーストラリア経済がソーシャルインクルージョンから得られる利益を５つの部門に分けて書いてある。

• 生産性。多様性と包括のある企業がよりクリエイティブかつイノベーティブであり、同業他社より高い生産性がある。管理職の女性を増やすことは、よりクリエイティビティーとイノベーションを提供することにつながる。また、これによりオーストラリアのGDPは年間50億ドル増加すると予測される。
• 雇用。よりよいソーシャルインクルージョンは差別を減らす。差別のないコミュニティーはより簡単に職にありつくことができ、国の経済に貢献する。
  外国人労働者の中でソーシャルインクルージョンが増すと、毎年120億ドルが新たに捻出されると見込まれる。
• 心身の健康。ソーシャルインクルージョンが浸透すると、不安やうつの潜在的要因となる孤立や排除を防ぐことができる。外国人労働者に対する健康面でのソーシャルインクルージョンから得られる利益は年間650億ドルとされる。(外国人労働者はオーストラリアの人口の3分の1)。
• 社会福祉コスト。ソーシャルインクルージョンが改善されるとソーシャルサービスにおいて必要とされるものが減る。
• 包括的な成長。収入が増え、社会経済的に不利な地域で従業員が増えると経済成長に利する。

「オーストラリアの豊かな文化的多様性は我々の国の強みの一つでもある。我々はインクルーシブな社会であることを誇りに思っているが、しかしよりインクルージョンを進めていく機会があることをレポートは示している。それにより、オーストラリア人は明白な形で利益を得ることができる。オーストラリアが多様性を増す中で社会インクルージョン醸成の重要性は増すだろう」とSBSの社長であるブルーエント・ハス・デラル・AO （Dr Bulent Hass Dellal AO）氏は述べる。

レポートは主に外国人労働者のコミュニティーにおける社会インクルージョンの利益に焦点を当てている。全てのオーストラリア人コミュニティーで社会インクルージョンが進むことは、付加的な経済利益に結び付くだろう。

A new Deloitte report commissioned by the Australian media SBS reveal the potential benefits of social inclusion. 

According to the report, improving social inclusion in Australia can boost the country’s economy up to $12.7 billion every year.

John O’Mahony at the origin of the report said, “Policies to drive economic growth often focus on financial and quantifiable aspects of markets and regulation, but there are also important social drivers. Improving social inclusion is a source of economic strength and higher living standards for all Australians. Having an inclusive society not only avoids the costs incurred when people are excluded, but harnesses our diversity, providing fuel for creativity and innovation in our economy.”

The report highlight five different sectors the Australian economy can benefit from social inclusion:

• More diverse and inclusive companies tend to be more creative and innovative leading to a higher productivity than their peers are.
  Increasing the percentage of women in top positions and therefore providing more creativity and innovation, is estimated to lift Australian GDP by $5 billion annually.
• Better social inclusion leads to less discrimination. Discriminated communities will access employment more easily and contribute to the country’s economy better.
  Increasing social inclusion among Australian’s migrants is estimated to generate $1.2 billion annually.
• Mental and physical health. Growing social inclusion tends to prevent isolation and exclusion, both potential factors of anxiety or depression. The benefits from social inclusion on health for the migrant population is only estimated at $6.5 billion annually. (The migrant population represent about a third of the global Australian population. Ed.).
• Social services cost. Improving social inclusion leads to a reduction in social services necessities.
• Inclusive Growth. Increasing wages and employees participation in socio-economically disadvantaged areas will benefit the economic growth.

“Australia’s rich cultural diversity is one of our country’s greatest strengths. We are proudly an inclusive society but as this report shows there are opportunities from fostering greater inclusion, which all Australians can benefit from in a tangible way. As Australia becomes increasingly diverse, the importance of fostering social inclusion will continue to grow,” said SBS Chair, Dr Bulent Hass Dellal AO.

The report mainly focuses on the benefits of social inclusion among migrant communities. Improving social inclusion to all Australian communities is likely to result in additional economic benefits for Australia.
